Is the Verizon Chocolate phone the best to buy on a Free-$80 maybe $90 budget?

I've read reviews on the Internet and they're decent, but is the LG Chocolate the best and most useful phone I can get? I'm definitely looking for a camera and decent qualities. Music ability is nice but do I need to buy a Music Essentials Kit ($200) to even play/get music onto a Chocolate?

1. The chocolate is actually free from Verizon right now. If you are looking for a "music" phone it is a great. The camera is a standard 1.3 mega pixel camera. You can buy a memory card that you can transfer music back and forth music to your phone from your pc. However, since the phone is free you can buy the Essentials Kit.
