Are the "bubble" widgets on Samsung phones free?

Are the "bubble" widgets on Samsung phones (specifically the Rant) free to download and access? Or will I be charged for using it? I have a really bare-bones plan, but the phone still lets me download it. I don't want to end up having to pay for it though!
