Best Camera Phones

Which cell phone has the best quality camera in it?

I am just looking for which cell phone has the best quality camera. I don't care which provider or anything like that just which one takes the best pictures. I have a razr 2 and the pictures are fairly decent for a camera phone but I am kind of looking for something better.
