Why do camera phones take such unflattering photos?

I want to take pics with my camera phone but I look like crap. Is there any way to enhance the picture? This is the phone that I have: http://www.cellphones.ca/cell-phones/phone/547/#

1. because I guess the focus is more on the phone and the camera is a bonus. I think more people the express they want high end cameras on their phones, maybe the phone companies will start to realize the market is there.
2. They use the same technology one camera phones as they do at the DMV......I have yet to have a picture of myself on my cell or drivers license that didn't look like a mug shop!
3. Its simple. Most camera phones come with a 1.3 megapixel camera. Compared to the average on digital cameras ranging from 5 to 10. The higher the megapixels the better the photo.
